This isn't so much a gameplay tactic as an overall rationale for Extinction - a gameplay concept.
I've added a wiki page explaining Operation Malton using the infamous false flag terror Operation Northwoods document as a template. Basically Extinction Troops are hooked into a Military neural network and AI (our metagaming gear) as part of a DoD funded black ops Bio Warfare experiment contracted out to NecroTech. It's a classic Zombie/Military Industrial scenario ala Resident Evil.
Extinction and the NecroNet virus are functions of a military weapon being tested out on the hapless citizens of Malton thus implicating all Malton NecroTech and Military personnel in a treasonous military experiment whose goal is the full deployment of Zombies as a front line Bio Warfare weapon.
